This is a personal opinion.

It is not clear whether the issues provides the features needed, and see also
the comment about the upcoming bugzilla change.
Also, it does not address the issue of the migration from one system to
another, which is not just like Thanos snapping his fingers and everything
does (not) work.

Bugzilla has not been dropped by mozilla, but improved.
Debian uses and will continue to use its own bugtracker.
