Thanks for your reply, Dick.   It occurred to me I should also be able 
to double-click on the freeroute.jnlp, but whether I try to run it the 
way you suggest, by double-clicking on it, or by going to the website, 
it still doesn't run.

Looking at the Freerouter forum there appears to be a problem with 
V1.2.22 onward.   I've added my two Eurocent's worth at 
http://www.freerouting.net/fen/viewtopic.php?f=6&t=9&p=54#p54.
