but the reality is... software doesn't have to be well written/coded
for it to be "sellable".
meaning, bisan pa ug pangit pagka himo basta maayo lang pagka market, daug na,
kabalo na tingali mo sa example ani... =)

Actually, there are also a lot of non-formally trained, knowledgeable
programmers... And programming by the way doesn't have to be
"authoritarian". You dont have to conform to the preset rules just to create
an app. There are many ways to skin a cat (or dog). The CIA has somebody who
cracked the Al Qaeda code embedded in JPEGs that led to the Sept 11 attack.
That guy is Ankit Fadia, then 15 years old when he broke the Al Qaeda
code... He's still doing consulting with CIA on security and cyber warfare
as we speak...

As for certifications being used for sales, marketing, promoting one
person's technical prowess, I say these companies must shift focus from
looking at the letters after the names, and look more into what is written
in the SKILLS section and WORK EXPERIENCE section of the curriculum vitae.

I'd hire a 15 year old that can do code efficiently and perfectly than hire
a "certified" slacker.
