One more(set of) question(/s), if I may.

What organization or affiliations serve as the backbone of PhOSSIL?
Is it truly a separate entity?

PhOSSIL _is_ separate. Though volunteers and participants may have come
from LUGs, academe, industry, what have you. PhOSSIL is not and will not
intrude or meddle with the affairs of LUGs. However, LUGs may request
PhOSSIL to provide the research environment for them.

Is it possible for people who want to pitch-in some form of help
(give source code, provide source code reviews)
but are not physically available for meetings be able to join the PhOSSIL
movement?

Correction : "PhOSSIL community"
Yes they can. Peer review of the projects will be encouraged. However the
project author has the right not to subject his project to peer review
therefore not mandatory. Regardless, the authors project will be released as
opensource upon completion.
