Turkish military adopts doctrine to address terrorist acts

    * As many in the world describe the catastrophic terrorist attacks
against U.S. political, military and economic interests as a development
that will change history, Turkey's initial reaction is a very cautious
one but at the same time, not surprisingly, is reflecting deep concern.
Baring in mind the changing nature of threats such as drug smuggling and
international terrorism, Turkey has already changed its doctrine to
address such threats. The White Paper 2000 was the first public
acknowledgement of the army's new doctrine of 'Defensive Operations
External to Turkey'


TBB announces new Constitution proposal

The Turkish Bar Association (TBB) announced their Constitution proposal
during a press conference in Ankara, the Anatolia news agency reported
on Wednesday.

While the countdown started for the Turkish Parliament to assemble in an
extraordinary session to amend the 37 articles of the Turkish
Constitution, TBB Chairman Ozdemir Ozok said that Turkey needs a brand
new Constitution.

Ozok said that the idea of amending the 37 articles of the Constitution
will be a positive step, yet not efficient.

He said that they have prepared a new draft Constitution based on human
rights and justice issues which are free from the limited customs of the
state.

Former Constitutional Court Chief Justice Yekta Gungor Ozden, one of the
mentors of the TBB's draft Constitution, said that their proposal is
based on realistic principles.

"Our draft Constitution is not prepared in an effort to make the
European Union happy," Ozden said.

Following are several articles of the TBB's draft Constitution:

    * Removing the ban on other languages.
    * Abolishing capital punishment.
    * Adding a ban on torture and abuse.
    * Increasing compulsory education to 11 years.

Human Rights Association sends September 12 letter to Izgi

    * IHD Istanbul Branch sends a letter to the Parliamentary Chairman
on the anniversary of the Sept. 12 coup d'etat demanding a new and
democratic constitution

The Human Rights Association (IHD) Istanbul branch members, who met for
the 21st anniversary of the Sept. 12 coup d'etat, sent a letter to
Parliamentary Chairman Omer Izgi to express their demands and criticism.

There was some tension in front of the Galatasaray Post Office before
the letter was mailed. The fact that Branch Chair Eren Keskin asked to
make a press statement caused riot police officers to act. Keskin and
IHD members were surrounded by police officers and were not permitted to
address the press.

Asserting in the letter that the coup d'etat of Sept. 12 still affected
all institutions, the IHD members said it was necessary to make a new
and democratic constitution.

After the letter was sent, the members left the post office building
cordoned off by police officers.

In parallel developments, Freedom and Solidarity Party (ODP) Istanbul
Chairman Vahit Genc said that the negative implications of the Sept. 12
coup d'etat had not disappeared. Noting that the proposed constitutional
changes were insufficient, Genc said:

"It is very clear that the 1982 Constitution requires serious
overhauling instead of piecemeal changes. Therefore the opinions and
proposals of all of the parties, democratic organizations, civic
initiatives, trade unions, professional organizations, bar associations,
in brief, all organized sections of society should be considered."

Turkish political leaders condemn attack

    * Coalition and opposition leaders together with business circles
jointly condemn terrorist attack on America

Coalition Nationalist Movement Party (MHP) leader Devlet Bahceli
condemned Tuesday's terrorist attack on the World Trade Center and
Pentagon saying it showed the need to combat terrorism at all levels and
with all means, the Anatolia news agency reported yesterday. "We condemn
in the strongest terms the act of terrorist violence witnessed in the
United States yesterday and we curse terrorism as a crime against
humanity," he said and noted that the Turkish people, who have payed the
terrible cost of being victims of terrorism, shared the pain and anguish
of the American people. Bahceli further suggested that from now on Sept.
11 be known as World Anti-terrorism and Terrorism Victims Remembrance
Day.

Meanwhile, senior opposition True Path Party (DYP) Ms. Tansu Ciller
issued a statement expressing her grief for not only Americans but all
of mankind. She expressed her deep sorrow at not only the suicide
bombing in Istanbul the other day, but also at the "inhumane" events in
America. She said that all terrorism was inhumane as it left innocent
victims everywhere.

Islamist opposition Justice and Development Party (AK Party/AKP) leader
Recep Tayyip Erdogan also condemned the terrorist attack on the United
States. He said in a written statement they had learned with sorrow of
the attacks and acknowledged this was an assault not only on the people
of the United States but against all of mankind. "It does not matter who
made these attacks, the entire family of mankind should not stop with
condemning these cowardly attacks but should unite in common struggle
against these attacks," he noted.

The other Islamist opposition Saadet (Happiness and Contentment) Party
leader Recai Kutan strongly condemned the attacks and all acts of
terrorism no matter who committed them. He too said they had learned
with sorrow about the attacks on Turkey's ally the United States. He
called for an end to all acts of violence.

President of the Turkish Republic of Northern Cyprus (KKTC) Rauf Denktas
said the attacks created great anguish in all people who called
themselves human. Speaking on behalf of all Turkish Cypriots, Denktas
said they shared the grief of all Americans and he offered his
condolences. He called on the world to unite against terrorism.

Former chairman of the Turkish American Businessmen's Association (TABA)
Bulent Senver said it was likely that the United States would impose
severe sanctions on those countries that supported the attackers. "We
are both an ally and a trading partner of the United States," said
Senver. "There is going to be an obligation to act together with other
U.S. allies against this incident. For this reason, in the wake of this
attack, we have to follow closely the United States' relations with
other countries and state clearly our stance in this matter. I do not
reckon this is a temporary period. I believe that once this country, or
countries, has been determined then Turkey's commercial relations with
it or them will definitely be scrapped." Stating that the important
thing was whether America would react with economic sanctions or
militarily, Senver said the $6 billion trade volume was not likely to be
adversely affected by this attack.

Ambassadors in Southeast Anatolia

The ambassadors and representatives of 25 countries who work in Turkey
were informed about the Ataturk Dam and the Hydroelectric Power Plant
(HES) in Southeast Anatolia, which are the largest investments of the
Southeast Anatolia Project (GAP). GAP Administrative Chief Olcay Unver
gave a briefing about the project to the ambassadors. The ambassadors
said that they were pleased with the tour.
Terrorist Attack in the United States

The Israeli ambassador and the Palestinian ambassador participating on
the tour of Southeast Anatolia and answered the questions of
journalists. Israeli Ambassador David Sultan said the terrorist attack
in the United States was an attack against all humanity. Sultan said
that Israel had declared mourning because of this attack and continued
that all of us should fight against these kind of events and terrorism.

Palestinian Ambassador Fuad Yasin said that Palestine was shocked about
the attack. He said: "We condemn the attack in United States. Not just
in the United States, but we condemn terrorism in all parts of the
world. According to our religion, killing a human being is both a sin
and shameful. The demonstrations of happiness in Palestine broadcasted
on TV channels were by children. We do not approve of the attack."
