At a government rally outside Havana, President Castro reiterated Cuba's willingness to cooperate in the fight against terrorism. But he said that the initial tragedy should not be turned into a war in which thousands more innocent people could be killed. Referring to President Bush's assertion that either a country supported the US or it was with the terrorists, President Castro said America planned a "world military dictatorship".
