I would argue that statement. However, a better (and probably more accurate statements) is:

"The maximally efficient solution is minimally robust."


Game theory agrees with Stewart. The "optimal" result leading to cheapest products is not necessarily the optimal result for society as a whole. Not just because of non-monetary costs it may have, but because the downward pressure requires cheap workers and an underclass. Historically, as average wages rise and classes even out, the economy and total GDP are stronger.
