So who is represented by .{com,net,org,edu} ? Everyone !

Indeed, but as far as I'm concerned, every .com registered by a non-U.S.company is squatting, so they've no claim anyway. Were I making the rules, I'd eliminate every .com that wasn't a U.S. registered company.
Then we wouldn't have this mess to begin with.

But as you said, that boat has sailed.
So do we agree that now, as it is, .com is a global TLD ?
If so, then why should the US govern it ?
