Why is that? Anyone can apply for an FCC amateur radio license. All you need to do is take and pass the test. The only barriers are for non-U.S citizens although they can get an FCC Alien amateur license; Canadian licenses are valid in the U.S. Heck, you don't even have to take a code test anymore.

It's no more difficult than getting a driver's license.
