The need for a ham license puts it out of reach for many also.
Why is that? Anyone can apply for an FCC amateur radio license. All you
need to do is take and pass the test. The only barriers are for non-U.S
citizens although they can get an FCC Alien amateur license; Canadian
licenses are valid in the U.S. Heck, you don't even have to take a code
test anymore.
It's no more difficult than getting a driver's license.
I knew you could get a license without passing the code test, but I thought
that it
was a specific "no-code" license with limitations.

The Technician Class has no code requirement.
But all Amateur license classes (Novice, Technician, General, Advanced,
and Amateur Extra) have limitations, mainly dealing with frequency
privileges and maximum transmit power.
