Correct me if I'm wrong but to get the kind of bandwidth he will need to download weather charts while at sea I think he probably will need the things Mark mentioned. Your dual network modems are nice but seem to only get high bandwidth when near a 3g cellular network which will not exist out at sea. So he would only be able to get a few kilobits/s of bandwidth using your equipment.
