They don't. If you want to support an artist, the best way to do so is to buy their concert tickets or merchandise- they get almost all of the profit from them. If you buy their cd from allofmp3.com and a hat or shirt from the artist, chances are they make more money than they would with you buying a cd, and it costs you less. Also note that even if they paid the copyright holders, that wouldn't mean the artist gets more than pennies.
Despite not paying the copyright holder it is legal- under Russian copyright law. What you're doing is importing music, just like if you bought a cd from the EU or Russia. As such, you need to follow russian law for them to sell it, not US law. All you could possibly get hit for is not paying import taxes, which falls under the IRS minimums.
