I guess by not clarifying, I was taking up Lan's *flame-bait* banner. :-)

Of course, if $POLICY doesn't say anything explicitly about home directories
and by virtue of providing shell access and a development environment, then
one could still potentially get by with installing in $HOME.  Then again, this
is one of those gray areas where I'd probably want to get permission first.
