For what it's worth, I talked to people who got 90MB/s out of PCI cards. Might 
have been a rare exception, but you should get ata disk transfer speed at 
least.
A lot of mobos with GBE chips onboard still have them connected via PCI to 
save some lanes for other slots.

(Oh, and PCIe is no bus ;) )
