This is not necessarily true.  The creator of the PDF document can
choose to apply "document rights" to the form, allowing any user to fill
out and save the modified form --- for example I can save the modified
IRS W-9 PDF form to disk with Acrobat Reader 7.0.1 for linux.

If unfortunately this is not the case, as others have noted, you may
save the unmodified form to disk, fill it out, and print to a postscript
file, which you can change back into a pdf with ps2pdf.  This may,
however, pretty much munge any automatic parsing of the PDF expected on
the other end.

I haven't seen a supposedly editable PDF document which could not be
edited by acroread 7.0.1, but this might be it.
