ammeter on their side of the main and say 'Yup, it is working.'

You do have an electric watt-hour meter that you can see, I presume.
And you can watch the spinning wheel.  As a really drastic
trouble-shooting tool, turn off all the circuit breakers to your house
and see if the wheel stops going around.  Do this while SDG&E has
their ammeter attached and see if it goes to zero.
