Don't think I haven't thought of it.
They DO tend to find such things even when they are trying not to... ;-)
I will wait and see if the bill goes down two months in a row. Whenever
I bitch loudly to SDG&E the bill goes down a bit the next month and then
right back up the next month. If it doesn't go down, or stay down, I may
just do that.
I don't think I mentioned it in my other posts but I have been on a Time
of Use Meter since 1999 which is why I do laundry in the dead of the
night, etc.
It is also why this drives me nuts because they say I am using my
baseline allowance up during the day when nobody is home.
But before I 'fix it' I may put in for a solar electric system since the
amount you can install and get rebates on it is determined by the past 6
or so months of your recorded usage. I have a perfect home site for
solar with a south facing yard and no trees in the way with plenty of
roof to mount panels. If I do go that route I may also consider doing
solar pool heating and filtering the pool with DC pumps run off of the
electric panels on the roof.

Wow, that is bizarre. I think you need to dig a trench between your
house and the neighbors. Hire a backhoe. They are excellent
wire/fiber/plumbing finders.
