A desktop PC's *what* is needing fans?

It depends on the user.  The mini has a fan, but barely. My via mini-ATX
system doesn't have a fan on the board -- the one in the power-supply
does nicely, thank you.

I know many people who would *prefer* not to have fans in their desktop
PCs. Fans are prone to failure, noisy, require maintenance, etc.  --
they are, IMNSHO, a kludge.

I like the idea of a peltier cooler and a five pound block of aluminium
sitting outside.

That may be insufficient for modern CPUs.  But wouldn't it be neat if
they'd build in peltier cooling in the _chip_?
