There's a viewpoint. Not how I would have interpreted the phrase...
I think it is a perfectly good phrase. It comes from "shots fired in
anger" as in a real war as opposed to shots fired just for practice. It
is analagous to just messing around with a programming language purely
for practice or exploration versus actually using a programming language
for real work that you could get fired for if it goes badly.
