It looks to me like the router/wireless access box in the coffee house
has lost its connection to the outside world. So it has assigned
itself a private IP address, and is handing out DHCP addresses which
can connect to it, and to each other.
It isn't really your problem, except that there isn't much you can do
except drink their coffee. I presume that there are no other happy
Internet users there. Maybe one could engage in multi-player
interactive games.
