After all, they were not valid licenses and they would need to become current to still use the software. They probably just left the small home owners alone or only sent them letters instructing them now to get legal licenses. It would then be these businesses responsibility to get their money back from the guy who sold them illegal stuff, not Microsoft's or the BSA's job.
