It's actually $9.99. I have a friend who has it. It was a condition of their merger with Cingular (or one of those guys).

They may not have to advertise it, but they do have to admit they have it. In fact they have a web page where one can sign up for it. But they try their best to deny having the offer without outright lying. Although I haven't looked myself, I was told by a reliable source (who did look) that all the necessary info in on ICAN's website.
