Yes, that is about right. In a more traditional unix-type environment, I imagine it would be fairly easy. Just create a script to use as the mailer that would move the message to the outbox and schedule an "at" job to deal with it in the configured time. I don't know if it would be hard to move the message into the outbox outside of the MUA, but it should be possible (especially if using maildir). I hope my unix mail system ignorance isn't showing through too badly. :)

It would get a lot trickier using Thunderbird with IMAP.
