Sigh. I have this internal debate about which language is misunderstood more: C++

I understand C++ quite well. I just hate having to put in concerted study each time I start reusing the language in order to avoid all of the subtle gotchas.
I didn't disagree with your complaints about the cognitive load of the language. Indeed, this is why the language is so often misunderstood: due to the huge cognitive load (relative to other languages) most practitioners are only familiar with a subset of it. It's right up there with Perl in terms of complexity, although Perl has the merit of being useful with only a basic understanding.
