I've had amazing success by searching the Gentoo Forums for any
issues that I bump into over time. For instance, I plugged in
"liblow.c" into the search field at forums.gentoo.org and the
following great links presented themselves:

It appears that your problem has nothing to do with pppconfig, but
with gpm. Make sure that gpm is started when your machine boots up.
If you don't know about how this works, run "man rc-update."
