Also, a random draw doesn't really fit with the the Ubuntu Leadership CoC says about measuring support: http://www.ubuntu.com/about/about-ubuntu/conduct (yes, I know it doesn't fit word for word, since this is an election, not a delegation, but the principle applies - the Kubuntu Council can only be effective as long as the Kubuntu membership supports it).
