The two tools you need are listed at
http://www.openoffice.org/l10n/how_to_join.html and are:
- 7-Zip to open the .tar.bz2 archive http://www.7-zip.org/
- PoEdit to open the individual PO files in it http://poedit.net/
Note: the archive contains about 280 files in many directories, but you
only need to work on those that have changed. You will need to open all
of them (and edit if needed) with POEdit; also read the "Tips for
Translators" at http://openoffice.apache.org/translate.html (especially,
do not translate the file basic/source/app.po since it contains obsolete
strings).
If you have any other problems, just ask. We can also convert the
.tar.bz2 file to a Zip file if you don't manage. And don't worry too
much about the deadline: if you don't manage to finish, we will still
reuse all your work for the next version.
