the ~ is the so called accellerator key. In the english version (and many
other languages) you can use the letter following to activate the menu
(~save would mean use "s" can be used instead of mouse).
I am not sure if that works in your language. If you remove them in the
translatatation, AOO will still work, but you cannot activate menus with
the keyboard.
According with tip 3 in [1
<http://openoffice.apache.org/translate.html>], OpenOffice will assign
new accelerators if you don't put the ~ in your translations.
