I am not in a position to understand this problem. Can you rephrase the
problem statement?

In English, mnemonics in the form "~File" means: press ALT+F to open the "File" menu.

Chinese decided to translate it as "文件(~F)" so: the text is in Chinese, but the shortcut remains ALT+F. This displays an underlined F. This is probably easier if you use an English keyboard.

Tamil has a mixed approach, probably not due to you but to the existing translation: some strings use mnemonics like
~கண்டுபிடிக்க
while some use
எழுத்துருக்கள் (~F)
which is similar to the Chinese approach.

I don't know if this is just inconsistent or if it breaks the OpenOffice mnemonics in Tamil. Maybe Ariel knows more, I'm CCing him here even though the best place to discuss this is
