Now I understand the problem. I did roughly 5% of the translation. Rest of the translation have been done earlier.
It is easy to follow the chinese method from developing / translating viewpoint. But troublesome from user point of view. This is at the least w.r.t AOO-TA. Assume the user is typing in Tamil by switching to Tamil keyboard. (Generally they have an English OS, and switch the keyboard for Tamil typing) To access the F key, he has to change to English keyboard from Tamil Keyboard and type alt F, then go back to Tamil keyboard and continue typing. I think this will defeat the purpose of "Hot Key" I was advised to remove the ~ sign while translation. Just have a look the link http://3frames.in/AOO/Bug004.html .Look closer to the encircle areas. There are some problem.
