If you want help building a team of volunteers, consider what we did for some languages. For example, look at the Turkish website:
http://www.openoffice.org/tr/ See the message, "We need your help to complete the translation of Apache OpenOffice 4.0 into Turkish!" We saw several people write back and offer to help translate.
