It is always OK to incorporate accelerators, even though there is the risk of defining duplicates (which won't work, i.e., only the first one will be valid within the same menu).
And in general, there is never a valid technical reason to delete an existing accelerator, unless you are really annoyed from it.
Most languages use automatic assignments. But (and this is important in your case) automatic assignments only work with the standard A-Z letters, so in Hebrew you should probably define accelerators manually.
