No, they are different.

"ca" is Catalan and is distinct from either variant of Valencian.

Valencian does not have official ISO codes, so we have to use the private space (the "X"), and use "ca-X?" for some value of "?" between "A" and "Z". We chose, years back, a private unofficial code of ca-XV for Valencian AVL and we're now going to to the same with ca-XR for Valencian RACV.
