Download page: What is a language pack?

In Firefox, clicking on "What is a language pack?" on the download page forces the pop-up window to minimize. That should not be the case as the user is intentionally opening the window for information. 

Windows Explorer behaves in the same way.

Crome works fine, i.e. doesn't hide the window.
