First you would need some weight, or to anchor it. Things like drapery weights (essentially large washers would be of some help. They could be contained within stitched squares (at least in the corners) with plastic needlepoint mesh for the core, and fabric surround (and perhaps with very thin batt or flannel as interlayer). Then shove it into the bottom, as you would want to remove it for washing, or make a zippered closing and you can add or remove weights, as desired. I would suggest you consider one or two elastic anchors at the bottom corners, that would go around your leg/thigh. Since many women wear pants/slacks, it shouldn't be a problem, other than a crease or two (and you can make a tuck in them to alleviate some of that). Grosgrain ribbon (perhaps two layers) with D rings would make for something adjustable too, or merging the elastic with the ribbon may work best.
