When I first started bobbin lace, I crocheted one of those... I used acrylic rather than elastic (I like the sound of elastic!), so what I did was chain a bunch, work a row of single crochet, work a row of maybe 2sc, chain, 2 sc, chain, etc, then a row of single crochet and finish.
