I was told some years ago, by someone who was in a position to know about these things, that the old East Midlands workers judged pairs by the weight. No they didn't get the scales out ;-) but took a bobbin in each hand hence they would be able to feel the similarity in weight.
So the bobbins didn't have to be all the same - some heavier bobbins could have a smaller spangle and visa versa. It seems logical to me anyway.
