I've been lately experimenting with location and laconi.ca. I'm getting the location information from an API provided by a mobile operator.
At this point my only comment to your proposal is that you might want to consider adding the source of the location information into the database. At least in my experiments I like to include into my database whether the location was from a mobile operator or for example user provided. However, I understand this might end up being such a minor case that there is no wider interest for such addition. Regarding geonames.org I haven't used it but it looked like something that I might consider using, at least for reverse geocoding the coordinates.
