It is not essential. Allupper is considered ugly, but it is not exactly forbidden. It is easy to make a rule for it.
More essential is casing of proper names. Any word that has a lowercase first char in the dictionary has to be firstUppered at the sentence start. Not anywhere else. Accepting the firstUpper is a feature for spell checking, the other for grammar, as long as there is still a distinction.
