It has. When the person changes jobs he/she has to inform his the court
about it. He/she only has a short time in which to do this, and if
he/she doesn't he/she is in contempt of court. The court also checks
the SS numbers and it shows up where that person is working. Another
thing that is happening is that if any money is owed and hasn't been
paid it comes right out of the income tax refunds.
It is pretty hard to not pay child support in California now. It can
and does happen but not like when you and I were trying to collect it.
And California *will* go after the person in another state.
