Yes, parents take a larger role with Duty to God. I agree. However, parents still do a lot with scouting as well. I think it would be very beneficial for parents to be able to submit, for the scoutmaster's approval, merit badge requirement "check offs". In other words, the parent would be able to mark the requirements they believe their Son has done. The Scoutmaster would then review these with the Son/Parent and then update the requirements as being approved by the Scoutmaster or other Scout Leader. This seems it would be very useful for the scoutmaster especially if they could generate a report of the requirements they need to review and pass off with the scout. I believe this is what is being implied by the #2 point.

As for Duty to God the on-line model that etrailtoeagle.com uses works very well, IMO. Parents and Leaders can update the requirements as they are done. Reports are automatically emailed to the Bishop, YM Presidency, Parents, etc. As YM President I started using etrailtoeagle.com to track our YM's progress on their D2G. Parents love it, the Bishop loves it, and it makes our job as the YM Presidency a lot easier. Some parents will update requirements directly on-line. Others, that are not so web savvy, simply just print out the report that gets sent to them via email, update their Son's progress and hand this to me on Sunday.
