I think you'll find that the open-source CMS Drupal (drupal.org) will do
what you want.  Drupal, I think, is a much more flexible solution then
MediaWiki.  It is very easy to set custom permissions so people can
upload/edit only their content.  Also, as a very popular open-source project
there's hundreds of modules already written that extend the core
functionality.  Or if you need a custom module (which I don't think you
will), Drupal is very easy to extend.
