Drupal and Joomla (which is what tech.lds.org) uses are both similar options.
The pros is that you have more control over what you can lock down and prevent
others from modifying. The cons are that they are more content management and
therefore act more like content management systems. In other words, they have
author, editor, and publisher roles which can at times get in the way when what
you are trying to do is open a site up for anyone to contribute and publish
immediately. I'm not as familiar with Drupal as with Joomla but if I were in
your shoes, I would look to see if there were any modules for MediaWiki that
would lock down content to the original author like you are desiring. If you
don't see anything, check out Drupal or Joomla and see if they have modules that
make it easy for people to author and publish their own work without a lot of
knowledge of how a CMS should work.
For example, if I wanted, I could create everyone in Joomla with publisher
rights but then they would be presented with more options about when and how
they want their content published. Unless they knew what they were doing, the
user would be somewhat confused because he just wants his content published now.
Maybe drupal already does this automatically but Joomla has a lot of options
you can tweak the content with.
