The only thing I can think of is the initialization string of the 
modem, because the problem occurred both with pppd and minicom (
bypassing pppd).

You could take a look which string Windows uses to initialize the 
modem.

But I'm very rusty with modems ;) I hope someone else on the list has 
a solution.
