Yes, politicians control local time. UTC is not local. Smooshing time zones around is not equivalent to making intercalary or rate adjustments to keep the global UTC timescale stationary with respect to the synodic day. Time zone smooshing is no more persuasive a "solution" than the absurd notion of leap hours. However, whatever one's personal opinion on these issues the draft in the hands of the ITU makes no plans whatsoever for these eventualities. Due diligence is completely lacking.
