And those applications can use UTC without any corrections to track satellites? It is my understanding tracking satellites in low earth orbit requires millisecond level accuracy of DUT1, so these folks are already correcting the time scale that's provided to them by some amount. While convenient to keep this value < 1s, they would have several years to update if the change happens... Satellites in geostationary orbit don't require anything to track: aim the dish and forget and watch as much TV as you want or are willing to pay for...
