I'm not sure it is possible to do so. There has been an announcement of a leap second on 31 Dec 2005, and a sugguestion of no more leap seconds after that. I suspect we have to wait to find out the results of the current proposal, which I suspect will be that too many people object to the idea of no more leap seconds, and that for the next few years at least, we will continue with the current system.
