Those rules are just intended to protect the traditional big sides like Man U, Real Madrid, Barcelona etc from upstarts like Man City. It'd be a sad day for football if they ever got implemented, as it would basically freeze the league tables and Champions League, with those clubs forming a permanent elite (even more so than the ludicrously named "Champions" League does now).

If anything, it'll have the inverse effect as it looks like a financially shrewd investment for them.
