I agree - and I am hesitant to jump to the defence of the police as I got
burned by believing their story with De Menezes.

However, I missed the initial reporting of this shooting and the only things
I have heard are those things released by the IPCC enquiry, namely the shot
that hit a police radio was not from Duggan but from a police weapon, and
that they HAD recovered a weapon from next to Duggan, and this was a blank
firing gun which had been modified to allow the firing of live rounds.

I am not just repeating what the met police said, and to be fair I don't
think they have actually said much anyway after the De Menezes debacle.

Some might argue at the conclusion of the IPCC enquiry that, because Duggan
didn't shoot first, he shouldn't have been shot, or killed.  The problem is
police have authority to shoot if they THINK life is at risk, so if Duggan
was brandishing a gun the police have to assume it is live and he is
prepared to use it.  The fact (IPCC enquiry) a gun was found next to Duggan
either means he was brandishing it, which would also explain why he was
shot, or he was shot for no reason and the police happened to find the
weapon concealed on him and then pulled it out and dropped it by him after.

To be fair in the aftermath of de meneses the 'facts' according to the met
were that he ran and jumped the barrier. The CCTV footage of this
mysteriously disappeared. Numerous witnesses at the inquest testified that
he was walking calmly and used his oyster to get through the barrier before
being shot several times in the head on the train. Obviously there will be
an IPCC investigation, which we should wait for.

The problem of course is that any criticism of the police could result in
further violence. Any perceived cover up - ditto!

It's interesting really.
