Not defending police over that nor was I going to get dragged in anymore but you have to remember the days after 7/7. Total paranoia of anyone with an "eastern look about them". getting on and off tubes was nervy. People moved carriages if obvious Muslims got on. Silkh targeted by morons, mistaken for Muslims,.Police must have been absolutely wired. Intelligence coming in, false alarms etc... you can see how the officers involved may have got it terribly wrong. Doesn't excuse it but it wasn't a calm calculated act taken in a rational time.
